Why I didn’t retire Arase –Buhari

President Muhammadu Buhari yesterday opened up on why he retained immediate past Inspector-General of Police, Solomon Arase.
Buhari, who spoke through his Special Adviser on Media and Publicity, Mr. Femi Adesina in Lagos said he retained Arase, not because of his  strategy and tactics as a police, but, because of Arase’s intellect and capacity as an operation person.
The president spoke during the public presentaton of Cascade of Change…, a book written  by Lagos State Commissioner for Information and Strategy, Mr. Steve Ayorinde.
Adesina, who spoke about the reaction of the immedite past IGP  to a farewell dinner the president held in his honour, said Arase had expected to be sacked before the end of his tenure.
“Arase told the president it was very strange for him to have been invited for a farewell dinner, because, what we know in Nigeria, is that, you are sacked on the pages of newspapers.”
According to Adesina, Arase also had the fear that, since, he was inherited by Buhari’s administration, he was not sure of being retained; so, everyday, he had the trepediation he would hear he had been removed.
But, quoting President Buhari on why he retained Arase till the end of his tenure,  Adesina said: “When it was the turn of the president to speak, he explained why he kept Arase as IGP.
“He said he saw the quality of his mind and he saw the quality of things, he had written. You know Arase has many publications to his credit and he also saw his capacity as an operations person and he decided to keep him till his tenure expired.”
The president’s aide told the gathering that Buhari appreciates sound mind and intellect “and that shows the goodwill he has for Mr. Steve Ayorinde, the author of the book.”
Adesina commended Ayorinde and urged Nigerians to  emulate him and always contribute to knowledge.
Meanwhile, Lagos State Governor, Mr. Akinwunmi Ambode has said his administration will take the state to the next level, and make it a globally competitive city-state.
“In the last one year, we have laid the foundation to make Lagos a globally competitive city-state. In the coming years, we will build on this foundation to move Lagos to the next level, a level of first class infrastructure, services, economic growth and opportunities for all,” he said.
Ambode, who noted that the state has the privilege of housing the largest collection of media houses in Nigeria, canvassed support of every journalist, editor, columnist and blogger  in the development of the state.
“Our government will always do its part and we call on the media to be our partner as we build a Lagos State where everybody has a voice, a chance and opportunities,” he said.
The governor commended Ayorinde, saying the publication will  enhance knowledge “as well as shed more light on issues of public discourse and enrich policy design and implementation process.”
He  appreciated  Ayorinde’s contributions and participation as the arrowhead of the media and strategy team during his gubernatorial campaign.
“He represents a generation of conscious journalists who have committed to working towards a better society. We are proud to have him in the Lagos State Executive and he has been involved in various stages in the implementation of our Change Agenda.
“He has deployed his professional skills, competence and experience in promoting our socio-political reforms through a liberal and focused policy implementation strategy.”
Chairman on the occasion and former governor of Ogun State, Aremo Olusegun Osoba said in the last one year, Ambode has silently embarked on massive transformation of the State. Osoba said he was happy that the administration  has continued in the tradition of excellence that the state has always been known for. He alluded to the clearing of Falomo Roundabout in Ikoyi, the ongoing dualisation of Epe-Ijebu Road, among other infrastructural projects in the state.
Professor Pat Utomi, in his speech,  recalled the early days of  Ambode in office and said he was initially miscontrued to lack the capacity to lead the state, “but, in no time, he  proved critics wrong.”
In her goodwill message, former managing director of Concord Newspapers, Dr. Doyin Abiola said she was proud that Lagos has always been a centre of excellence producing people of excellence.
“I have never met the governor and I have never had any discussion with him but, from what he has been doing so far, it is clear that he was prepared for the job and he has been moving from step to step. I have always wondered how Lagos survived when the local government allocation of the state was withheld by the Federal Government. I could not understand it and it was said that governor Ambode successfully managed the account of the state at that time and, so, I want to commend them for the good works they are doing and urge them to continue,” she said.
Media personalities, who attended the ceremony included  Eric Osagie, Managing Director and Editor-in-Chief of The Sun Publishing Limited, Steve Nwosu, Deputy Managing Director and Executive Director, Bolaji Tunji.
Others were the National President of the Nigeria Union of Journalists, Mr. Waheed Odusile, Managing Director of New Telegraph, Mrs. Funke Egbemode, Managing Director/Editor-in-Chief of Vanguard Media, Gbenga Adefaye,  among other eminent Nigerians.

I’m being prosecuted for old grievances – Dasuki


Embattled former National Security Adviser (NSA), Col. Sambo Dasuki (retd) has told a Federal High Court, Abuja, that he is being punished by some persons at the highest level of power in the country for perceived grievances they hold against him while in active military service many years ago.
He did not name any particular person.
In his reply to a motion by the government requesting for his secret trial, Dasuki told the court that he has rested his case in God for the ultimate judgment.
“It is crystal clear that the defendant (Dasuki) is being punished by the powers that be for the perceived offences committed long before… we leave them to the Almighty God for his ultimate judgment,” his counsel, Mr. Joseph Daudu said.
Dasuki who is facing charges before three different high courts for various allegations and was granted bail but was rearrested in last December. He has since been held incommunicado.
At the resumed trial yesterday, the Federal Government had approached the court, seeking secret trial of Dasuki who is facing charges of unlawful possession of firearms, money laundering and breach of trust.
In the fresh motion argued by the prosecuting counsel, Dipo Okpeseyi, government prayed the court to allow witnesses give evidence behind the screen to be provided by the court.
He held that the request hinged on the fact that Dasuki, as a former top security chief, has large loyalists across the country who may jeopardize the trial if done in the open.
But counsel to Dasuki opposed the request for secret trial arguing that it would breach the principle of fair trial.
He added that contrary to the position of the government, Dasuki could not be a threat to the witnesses as he has been in the custody of the federal government since December last year.
Dasuki argued that open trial is the minimum requirement in a criminal trial and as such, any attempt to opt for a secret trial in the instant case, which was not a capital offense will run contrary to Section 36 of the 1999 Constitution on fail trial.
The defence counsel, therefore, asked the court to discountenance the claim made by the prosecution on the issue of loyalty in the military circle, stressing that such claim was a mere speculation and not backed up by facts.
Justice Ademola fixed ruling and continuation of trial for September 13, 14 and 15.

Soldier shoots policeman over rice, Semovita in Borno

Soldiers and Policemen clashed at Borno State Government House  over food items to mark Ramadan.
In the aftermath of the crossfire, one person was injured.
On Monday, the state government announced distribution of rice and Semovita to poor residents .
Three days after, thousands of people converged at the entrance of the government building in Maiduguri, hoping to collect either a 25kg bag of rice or Semovita, or both.
As the distribution started, police barred vehicles from accessing the venue, except those on special permission.
At about 11am, a Nigerian Army truck showed up, insisting on gaining access to the venue where rice and Semovita were being shared.
Suspecting that the soldiers were trying to help themselves to the handouts, police officers demanded they turn back immediately.
This led to an argument and an angry soldier allegedly opened fire, injuring a policeman in the leg, witnesses said.
The police responded and gunshots rent the air as thousands gathered scampered for safety.
It took the intervention of other senior security officers to arrest the situation from degenerating.
Eyewitnesses said police descended on one of the army officers drafted to help control the crowd. The policemen reportedly accused him of instigating the crisis.
Thereafter, Commander of Operation Lafiya Dole, Major General Lucky Irabor was called in by the Attorney General, Kaka Shehu Lawan, to restore order.
The army and the police said they had commenced investigation into the clash.
A statement jointly issued and signed by the Garrison Commander, 7 Division of the Nigerian Army Maiduguri, Col. Solomon Kumapaiye and the Commissioner of Police, Borno State Command,  Mr Aminchi Baraya, said disciplinary action will be meted out to any personnel of the two security forces found guilty.
“The army and the police are jointly investigating the cause of the fracas with a view to ensuring that anyone found culpable amongst the security men is made to face disciplinary measures in line with laid down rules of the Nigerian Armed Forces,” they said.

Only 5 states meet FG’s N90bn bailout conditions

The pathetic conditions of workers across some states, does not appear to have an end for now, as only five of the 36 states met the terms set out by the federal government to access the N90billion bailout.
Most of the states are broke and could not pay workers salaries and also fund key services or execute development projects.
Before the new N90 billion lifeline, the Central Bank of Nigeria, had in July 2015 put together and splashed a special intervention fund to the tune of between N250 to N300 billion in the form of soft loans, on states, to enable them pay salary backlogs.
Besides, the second tier of government also enjoyed a debt relief programme from the Debt Management Office (DMO), used in restructuring their commercial loans of over N660 billion, by extending the loans life span, while reducing the states’ debt-servicing expenditures.
All these could still not bail out the states whose economic fortunes keep nose diving, hence the latest bailout which the federal government planned to release based on some conditions, which include compliance with the centralised Treasury Single Account in each state.
Others include; states must publish audited annual financial statements within 9 months of financial year end; introduction and compliance with the International Public Sector Accounting Standards (IPSAS); publish State budget online annually, and publish budget implementation performance report online quarterly.
The states, should also develop standard IPSAS compliant software to be offered to states for use by state and local governments, set realistic and achievable targets to improve independently generated revenue (from all revenue generating activities of the State in addition to tax collections) and ratio of capital to recurrent expenditure, and also show quarterly financial reconciliation meetings between Federal and State Governments to cover VAT, PAYE remittances, refunds on Government projects, Paris Club and other accounts, among other conditions.
Giving an update on the level of compliance yesterday, the National Economic Council (NEC) said so far, only five states met the conditions.
Announcing this shortly after the meeting at the State House, Abuja, Governor Udom Emmanuel of Akwa Ibom state, said only one state declined to access the bailout.
“It doesn’t actually mean that states which will take this money do not have something accruable also from the federal government. Pending the time we reconcile our book, the federal government may have some balances to settle state governments. In the meantime, can we open up the window so we can have access to liquidity and implement our 2016 budget? I think that is the whole idea.
“It is just to make this available. It is not compulsory. What is important is; can people have access to a lifeline?
“You see what is happening today is not peculiar to Nigeria as a country.
You know the impact of the fall in crude oil price that has actually gotten to oil producing countries like Nigeria. What we are looking at is the solution; we must provide a lifeline for people to survive and to move on. I don’t think it’s too much,” he said.
In her remarks, Minister of Finance, Mrs. Kemi Adeosun, said the NEC was also briefed on the Excess Crude Account (ECA), which has a balance of $2,261 billion as at June 15, 2016.

The suspected leader of a gang that allegedly kidnapped and killed a Nigerian Army officer, Colonel Ismaila Inusa in March, has narrated how the operation was carried out in Kaduna.
Police say Emeka Okeke is the leader of a four-man gang that abducted and killed Colonel Ismaila Inusa on March 26.

Mr. Okeke and other members of the group were paraded by the police before the media on Thursday.
He said their target was the army officer’s car, and that they sold it for N800, 000.
Mr. Okeke said, “One Sunday evening, we were on patrol for an opportunity target of any motor we see to snatch.
“It was in the process that we saw Colonel Inusa’s motor from Police College and followed him down to Refinery Junction where we snatched the car. Immediately, we handed over the car to Dan-Sokoto and he took it away.”
He said the colonel was thereafter taken to Abuja Road bye-pass and was asked to lie down and “relax his mind”.
“We are only interested in the car, not his life. I told him, you are bigger than this car, and if you live you will buy another car,” Mr. Okeke said.
“Shortly after then, he said he wanted to drink water. So I went to the car to bring pure water for him and as I bent down to give him water, he snatched the gun from me and quickly removed the magazine.”
“Unknown to him, one bullet was already in the magazine. So, he was holding the gun and I was holding the mouth. We were dragging possession of the gun. At a point, the gun nozzle was facing me and he attempted to pull the trigger, but he could not do that.
“I succeeded in turning the gun to his direction and he pulled the trigger and fired and killed himself. He nearly killed me,” Mr. Okeke said.
When asked about the whereabout of the other members of his gang members at the time he was struggling with the Colonel, the 44-year-old Mr. Okeke said, “They all ran away”.
“We are not assassins, we didn’t know he was even a military officer. It was like a week after we killed the Colonel that we started reading on the pages of newspapers and on social media that the man we killed was a senior military officer,” he said.
He said himself and his group specialized in car snatching and that the Colonel’s Mercedes Benz car was sold for N800, 000.
The Kaduna State Commissioner of Police, Ibrahim Adamu, gave the names of the other members of the gang as Ebele Precious, 41; Chijioke Ugwanyi a.k.a. CJ, 42; and Ibrahim Kabiru, a.k.a. Ustaza, 23.
The commissioner also said that one AK 47 rifle, one pump action gun, four pistols and ammunitions were recovered from the suspects.

“Obviously, the new military establishment came with the mindset of doing away with any officer who  worked closely with the former leadership of the service,” said an army officer, who was one of the 38 recently relieved by the Nigerian Army high command. “That’s why we were portrayed as villains in the eye of the press and the world at large, and surreptitiously removed from the system. This is rather unfortunate. We are not saying we are all saints; however, I feel we are not that bad. Of course, we are all humans who are bound to make infractions here and there. But, honestly speaking, the way and manner we were humiliated out of the army calls for reflection on how things are done in this part of the world, considering  our contributions to the survival of this country in the last few years,” the officer, who does not want his name in print,  added.
A document obtained by Daily Trust on Sunday showed that the officers were compulsorily retired based on provisions of chapter 9, section 09.02 (a) of the Conditions of Service of the Army, which states that, “An officer may, at any time, be removed from the service, be called upon to retire or resign his commission on disciplinary ground.”
 But one of those affected said most of them were now exploring the provision of section 09.02 (e) which states that, “An officer called upon to retire, resign or relinquish his commission shall, if he so desire, appeal to Mr President, the Commander-in-Chief, through the Chief of Defence Staff within 30 days to have his case considered.”
According to him, “I am not due for retirement. An average officer is always loyal to the government and the military establishment. And when any of them change, your loyalty must change automatically. However, as far as the new authority is concerned, every officer who worked under the previous system is disgruntled.”
Up till date, the actual comprehensive list of the officers who were abruptly discharged has not been officially released by the military authorities, a situation that keeps generating curiosity.
Also, their actual ‘crime’ and the procedure used in determining their level of complacency have remained a matter of conjuncture. On the surface, the media have been told that the crimes were related to issues bordering on political partisanship, money laundering and corruption, among other offences.
On Thursday, June 9, 2016, the Nigerian Army Council, chaired by the Minister of Defence, Mansur Dan Ali and the Chief of Army Staff, Lt.-General Tukur Buratai, held a meeting that began about 9:00pm and lasted till the early hours of Friday.
Much later in the day, what transpired in the meeting (compulsory retirement), began to leak out to some of the officers affected.
The first ‘list’, which had the names of over 50 officers who were alleged to be close to senior officers in the past government, was later found to be untrue.
Late at night on Friday, while journalists were curiously trying to find out the names and reasons of the retirement, the acting director, Army Public Relations, Col Sani Kukasheka Usman, issued a statement about 10.30pm.
“Their retirement was based on service exigencies. It should be recalled that not too long ago some officers were investigated for being partisan during the 2015 general elections. Similarly, the investigation by the presidential committee investigating defence contracts revealed a lot. Some officers have already been arraigned in court by the Economic and Financial Crimes Commission (EFCC).  People should, therefore, not read this out of context.
“We are quite aware that some mischievous elements are trying to whip up sentiments. This is quite unfortunate because all the affected officers were retired based on service exigencies and in line with the Armed Forces Act, CAP A20 laws of the Federation of Nigeria 2004,” he stated in a press statement.
But the press release did not contain names of the actual officers affected by the exercise. Somehow, the names of the 38 officers were put together by sources close to them. The names included Major-Generals F. O. Alli; Atewe, I. N. Ijoma; TC Ude; Letam Wiwa; SD Aliyu; M.Y Ibrahim; LC Ilo and O. Ejemai.
These were followed by Brigadier-Generals D. M. Onoyeveta; A. S. O. Mormoni Bashir; A.S.H Sa’ad; A. I. Onibasa; D. Abdusalam; L.M. Bello; KA Essien; B. A. Fiboinumama and I. M. Lawson.
Others are Colonels I. O. Ahhachi; P. E. Ekpeyong; T. T. Minimah; O. U. Nwankwo and F. D. Kayode.
Lieutenant-Colonels C. O. Amadi; K. O. Adimogha; T. E. Arigbe; O. A. Baba Ochankpa; D. B. Dazang; O. C. Egemole Enemchukwu; A. Mohammed; A. S. Mohammed; G. C. Nyekwu; T. O. Oladintoye; C. K. Ukoha were also on the list. The last one is Major A. T. Williams.
Findings reveal that among them were two General Officers Commanding (GOCs) and some brigade commanders, whose alleged crimes revolved around allowances of the rank and files under them. Others were defence advisers for some Anglophone countries, and attaches for some Francophone countries, who were posted at the twilight of the tenure of the last service chiefs, with a mandate to stay in their countries of assignment for at least two years and a maximum of three years.
It was gathered that some of those retired were indicted by the Investigative Committee on the Procurement of Hardware and Munitions in the Armed Forces, from 2007, headed by retired AVM J.O.N. Ode, which was convened in August, 2015 by President Muhammadu Buhari.
However, not much was heard from the affected officers, who were reportedly taken unawares. Most of them prefer to remain quiet owing to their oath of military calling.
That notwithstanding, our correspondent was able to speak with quite a number of them. Some others spoke through their families.
“There was nothing like fair hearing before we were sacked. I was driving when an insider broke the shocking story to me. It was two days after that I got my letter, which did not precisely state the actual crime I committed,” a lieutenant-colonel said.
When reminded that he was only compulsorily retired and not sacked, he said, “What are you talking about? What they did to us is as good as saying ‘go, your services are no longer needed.’ This is a serious indictment, even in the core civil service.”
 Another officer said that based on his findings, he was told to go because of his closeness to some people in the office of the former National Security Adviser (NSA), Sambo Dasuki.
“I gathered that they checked my call log and found out that I was communicating with someone in the office of the NSA. I never participated in election duty or arms procurement as they alleged.  I was never invited to give my own side of the story, but I received the retirement letter,” he said.
Some of the officers who were sacked worked in the Niger Delta region and the volatile North-East zone.
According to some of them, they were accused of being ‘too close’ to previous service chiefs and worked in favour of the Peoples Democratic Party (PDP) during the 2015 general elections.
“The name of my friend was only mentioned during the meeting of the Army Council. Someone said he chased some women to go back home and change while on their way to vote, allegedly for the All Progressives Congress (APC). However, the actual truth is that he was not comfortable with their pattern of dressing, which could cause tension at the polling centre in one of the north-western states,” he said.
Another officer said, “I wasn’t a commanding officer at any point in time in the Niger Delta. They said I took part in the Rivers elections by monitoring the process with an unmanned area vehicle.
“Even if the authorities wanted to sack us, we deserve fair hearing. But there was nothing like that. We only heard of spurious allegations, including closeness to politicians.
“But we didn’t force ourselves on the politicians. We were posted officially to work with them. My fear is that if every new administration will retire the officers that worked with the previous one, we may one day end up without officers.
“But one thing Nigerians were not told is that we were sacked because we know so much on military operations, intelligence, as well as strength and weaknesses of the new order.
“What happened to us is akin to what happened during the first coming of Obasanjo as president tenure 1999. The only difference is that while Obasanjo retired many officers because they were politically exposed, to me, Buhari, in his second coming as civilian president, removed us because we were exposed to many security challenges in the North and South,” he said.
Our correspondent gathered that most of the retired officers were authorities in their areas of specialisation, with vast training on arms procurement, servicing and handling, intelligence gathering, field and tactical operations.
“Billions of naira has been spent on almost all of them in the last 10 years in order to get the best training in the United States, United Kingdom, Ukraine, Russia, India, Bagladash and many Asian countries.
“It is good to purge the military if there are genuine reasons, but sometimes, the implication is that it will take you more than 10 years and a lot of money to replace them. This means that there will be a wallowing gap, especially now that Nigeria is facing wars in various fronts,” said a security expert, retired Major Salihu Bakari.
“As far as I am concerned, we were sacrificed to settle old scores. The offences the Army Council stated against me were unfounded; and I was never given fair hearing. At worst, when you allege, the suspect needs to be called upon to clear the grey areas,” one of the affected brigadier-generals said.
Daily Trust on Sunday gathered from sources that those compulsorily retired so far were given a “soft landing” as many more would have to face military court- martial and may end up in jail.
Meanwhile, the Minister of Defence Mansur Dan-Ali, while fielding questions from journalists at the National Defence College (NDC) on Monday, June 13, in Abuja, said the retired officers were those indicted in one way or another on both professional and monetary corruption.
“If you are partisan you are professionally corrupt and you will be asked to go. That is exactly what happened,’’ he explained.
Asked if they were given fair hearing, he said: “Of course they were given fair hearing. They were called by a board and they went and testified. Don’t forget that in the military there is no half way of doing things; the moment you are found wanting you have to succumb and go.”

…Police deploys over 1,000 personnel for party primaries
No fewer than 12 governorship aspirants on the platform of the All Progressives Congress (APC) will today slug it out in Benin, the Edo State capital over who flies the party’s flag at the forthcoming elections.
2,873 delegates across the 18 local government areas of the state will take part in the primaries.
Tension has continued to mount in the state weeks ago ahead of today’s primaries, as  aspirants have deployed various tactics to woo delegates and undo each other.
LEADERSHIP Weekend gathered that delegates who started arriving the state capital yesterday were being lodged into hotels in other to keep them away from been poached by other aspirants who would stop at nothing to entice them with money, cars, motorcycles and any other possible means.
This is even as Katsina state Governor and chairman of the committee that would conduct today’s business, Honourable Aminu Bello Masari has promised a free and fair primaries.
The National secretariat of the All Progressives Congress, APC had appointed governor Masari to conduct the June 18 gubernatorial election of the party in the state.
Speaking yesterday during a courtesy visit of the Committee to Governor Oshiomhole in his office, Masari said, “we are here to conduct primaries for those who are contesting to be the next governor of Edo State. We will abide by the guidelines of the party, and we also assure all aspirants that we will be just and fair to all.
“We are not angels, but certainly we hope that by the time we finish, the appeal committee will have no work because if truly the candidates are interested in the state, in the party and in the country, we assure them that the outcome will be an outcome that will stand the test of time. I hope that all they are doing is in the interest of Edo State and they know that out of the twelve, only one must emerge.
“So, the process has been laid down and I hope they will comply with the process as well. We assure them that we will do justice to all. We hope they will cooperate in the best interest of the people of Edo State and Nigeria. I intend to meet them this evening and rub minds with them and ensure they are more conversant with the guidelines, the rules. I will hear them out, and we will certainly come out with an acceptable position.
“I hope there won’t be any violence because if there is anything that can mar primaries or elections it is violence. Anybody who is not satisfied, the party has laid down guidelines on the issues of petitions, complaints”.
On his part, Edo State Governor, Adams Oshiomhole called on the Committee to ensure that the same rules which produced a successful primary election in Kogi State are used in the Edo APC primary election.
Oshiomhole who welcomed members the committee to Edo State said, “We are confident that the national secretariat couldn’t have had a better person to provide leadership for democratic exercise. Let me also appreciate you for coming along with very senior members of the government of Katsina State. By their level, there is no question that you have a very strong supportive crew that will ensure the assignment is made much easier for you.
“On my part, my own task is very simple. It is to ensure that, as they call us chief security officers, there is full security certainly for your Excellency and members of your committee and delegation, but also there is security for all the aspirants and all the delegates and accredited agents of aspirants. We have had very peaceful elections in the past when we were even the underdogs.
“We have no history of spilling blood for election purpose. Even when the party that is notorious for violence, the PDP was in charge at the federal level, we were able to manage. Even when they harassed us, we concentrated on persuading our people, and we have continued to prevail.”
Oshiomhole continued: “For me, therefore, like I told the aspirants when I met them three days ago, this should be our finest hour in Edo State. This is the only time we are going to have an election when our own party is at the federal level.
“We have had a very bad press in the past few weeks mostly arising from false alarm and distorted story and half truths here and there. But I had a very interesting engagement with the aspirants, and I assured them and your coming today has confirmed that, that under the party constitution it is the national secretariat that will appoint those who will superintend over the conduct of the primaries, and therefore, the governor’s bias or alleged bias is therefore of no consequence.
“And so, people should be rest assured of a level playing field, and by the time people hear that the committee is headed by a governor, at least nobody is going to accuse a governor of being bribed”.
Meanwhile, to ensure that the primary election is hitch –free, the Edo state Police command yesterday said over 1,000 of its personnel have been briefed and deployed to maintain peace and order at the Dr Samuel Ogbemudia Stadium, venue of the party.
This is coming as security agent made up of men of the Directorate of State Security Service (DSS) and armed military men were sighted at the stadium to ensure all is set within and around the venue.
The battle for the APC ticket is expected to be a straight fight between Governor Adams Oshiomhole’s anointed candidate, Godwin Obaseki and other aspirants in the race.
The other aspirants had raised the alarm over the alleged mopping up of delegates Permanent Voters Cards, PVCs, which they alleged is to pave way for the easy emergence of Obaseki, the governor’s favoured successor.
However, the Obaseki’s camp had repeatedly debunked the allegation.
The four frontline aspirants to watch in the primary are Godwin Obaseki, Engineer Chris Ogiemwonyi, Dr Pius Odubu and Barrister Ken Imansuagbon popularly referred to as the rice man.
Others are Mrs Tina Agbara, Prof Oserhimen Osunbor, Prof Amadasun Ebegue, Comrade Peter Esele, Mr Austin Emus,  Mr Blessing Agbomhere, and Charles Aihiavbere.
One of the last minute move to gain upper hand among the aspirant was the speculation that made the round that a frontline aspirant, Chris Ogiemwonyi had stepped down for the Pius Odubu while the same rumour was also peddled in the camp of the deputy governor that he has been prevailed upon to step down for Ogiemwonyi.
The two aspirants are from Orhionmwon local government area and same senatorial district.
But in a quick reaction to put the record straight, the former minister of Works said however Benin Leaders of Thought had advised all the Benin aspirants to come out with a consensus candidate but the move didn’t work.
The general expectation of aspirants and members based on the assurance of the National leadership is to ensure that process is free and fair.

THE Senate has revealed plans to strip President Muhammadu Buhari of powers to assent the ongo­ing constitution amendment.
Deputy President of the Senate, Senator Ike Ekweremadu who doubles as the chairman of the Senate committee on constitution review, made the revelation when he spoke at the ongoing retreat by the committee, holding in Eko Hotels and Suites, Lagos.
He said since former President Goodluck Jona­than did not sign the Fourth Alteration Bill into law, which strips the president of powers to veto any bill, it will be reconsidered with fresh inputs.
He said: “A bill to amend any portion of the con­stitution is not an ordinary bill. It is the only bill that requires the two-thirds majority of each Chamber of the National Assembly to pass in the first instance. It is also the only bill that requires the approval of two-thirds of the States Assembly to pass.
“Presidential veto of a bill to amend the consti­tution makes jest of the philosophy of sovereignty, which is that power belongs to the people, and that the people exercise this sovereignty through their representatives in parliament.

SEX SCANDAL: CONSTITUENTS DISOWN INDICTED REPS

JUST as Nigerians await the out­come of the House of Representa­tives’ investigation of the alleged involvement of three of its mem­bers in a sex scandal in the United States, political leaders from their constituencies are already taking divergent positions on what should be the fate of the federal lawmak­ers.
Unfortunately for the embattled lawmakers, none of their constitu­ents was ready to vouch for them even as some of them regretted that the indictment has brought a national and international embar­rassment to their constituencies.
Speaker of the House, Hon. Yakubu Dogara, had on Thursday, directed the investigation of the three indicted members follow­ing a diplomatic complaint against them by the United States Govern­ment.
The Chairman, House Commit­tee on Media and Public Affairs, Mr. Abdulrazak Namdas, who con­firmed the probe explained that the leadership of the House decided to investigate the alleged sex scan­dal following a formal complaint made by the US Ambassador to Nigeria, Mr. James Entwistle.
He said, “We are in receipt of a letter from the US Ambassador, al­leging misconduct by some mem­bers of the National Assembly, who attended training in the Unit­ed States of America. The leader­ship of the House has commenced its own part of the investigation. When it is concluded, we will brief Nigerians further on this issue.”
The affected members – Mo­hammed Garba Gololo (APC, Bauchi), Samuel Ikon (PDP, Akwa Ibom) and Mark Gbillah (APC, Benue) – allegedly committed the act during a recent trip to the US to participate in the International Visitor Leadership Programme on Good Governance organised by the US Government.
The three legislators were mem­bers of a team of 10 lawmakers nominated to attend the leadership programme, which took place in Cleveland, Ohio, between April 7 and 13 this year.
US opens can of worms
Entwistle, in his June 9 letter to Dogara, stated: “It is with regret that I must bring to your attention the following situation. Ten mem­bers of the Nigerian National As­sembly recently travelled to Cleve­land, Ohio as participants in the International Visitor Leadership Programme on good governance.
“We received troubling allega­tions regarding the behaviour of three members of the delegation to the U.S. Government’s flag­ship professional exchange pro­gramme.
“The U.S Department of State and the Cleveland Council on World Affairs received reports from employees of the Cleveland hotel where the representatives stayed, alleging the representatives engaged in the following behav­iour:
“Mohammed Garba Gololo al­legedly grabbed a housekeeper in his hotel room and solicited her for sex. While the housekeeper re­ported this to her management, this incident could have involved local law enforcement and resulted in legal consequences for Represen­tative Gololo.
“Mark Terseer Gbillah and Sam­uel Ikon allegedly requested hotel parking attendants assist them to solicit prostitutes. The U.S. Mis­sion took pains to confirm these allegations and the identities of the individuals with the employees of the hotel in Cleveland.
“The conduct described above left a very negative impression of Nigeria, casting a shadow on Ni­geria’s National Assembly, the In­ternational Visitor Leadership Pro­gram, and to the American hosts’ impression of Nigeria as a whole. Such conduct could affect some participants’ ability to travel to the United States in the future.
“While the majority of Nigerian visitors to the United States do be­have appropriately, even a few Ni­gerians demonstrating poor judge­ment leads to a poor impression of the Nigerian people generally, though it is far from accurate.
“Such incidents jeopardise the ability of future programming and make host institutions and organ­isations less likely to welcome similar visits in the future.
“In addition, most of the mem­bers of this group reacted very negatively to my deputy when she brought this matter to their atten­tion, further calling into question their judgement and commitment to the goals of the International Visitor Leadership Programme. This leads us to question whether to include National Assembly members for other similar pro­grammes in the future.
“I request, in the strongest pos­sible terms, you share this message with members of the National As­sembly so they understand the se­riousness of these issues, and the potential consequences of their actions, not only for themselves as individuals, but also for the future of such programmes designed to benefit Nigeria.”
Some other members who par­ticipated in the programme but were not fingered in the scandal were Chairman, House Committee on the Diaspora Affairs, Mrs. Rita Orji; Deputy Chairman, House Committee on Media and Public Affairs, Mr. Gaza Jonathan; Mrs.  Ayo Omidiran; Mr. Danburam Abubakar; and Mr. Nkole Nduk­we.
Indicted lawmakers spit fire
One of the embattled lawmak­ers, Mark Gbillah, had written Entwistle on Thursday, accusing the US of not giving the three members fair hearing. Gbillah also expressed surprise in his letter that within hours of bringing the matter to the attention of the House, the US Government had gone ahead to cancel the visas of the lawmakers.
He threatened to immediately institute legal actions against the US Government, the Ambassa­dor and the Marriot Hotel Brand, among others for damages.
Part of Gbillah’s letter, which was dated June 16, read, “Without conclusive evidence of any sort or contact with any of the accused individuals, the US State Depart­ment and US Embassy in Nigeria have less than six days after your letter to the Speaker, gone ahead to revoke the US visas of the ac­cused individuals based on hearsay from the employees of the hotel in Cleveland.
“Affected individuals received correspondence from the US Em­bassy on Wednesday, June 15, 2016, indicating the denial of their US visas and requesting that they bring their passports with the cur­rent US visa to the Embassy.”
The letter was copied to Dogara, the US Secretary of State, Nige­ria’s Minister of Foreign Affairs, the Cleveland Council of World Affairs, and the President and Chief Executive Officer, Marriott International.
On his part, Ikon claimed that the allegation levelled against him was not only untrue but also a case of mistaken identity.
He stated, “My attention has been drawn to the publication, alleging an act of impropriety against me by the US Mission in Nigeria.
“I wish to state unequivocally that this is false and definitely not me. This, to me, is a case of mis­taken identity and I have already instituted measures both legally and diplomatically to clear my name and the institution I repre­sent.”
Gololo while speaking with the BBC Hausa service on Friday in Abuja, claimed the allegation of rape against him was not true and challenged the US government to come up with concrete proofs and evidence adding that he was ever ready to prove his innocence including going back to America when needed.
The embattled federal lawmaker said since the news broke, his sup­porters from Gamawa, and beyond have been calling to sympathise with him and even told him that similar allegations of rape had been made against members rep­resenting Gamawa constituency in the National Assembly in the past.

From Benue state, Engr. Fe­lix Atume, a former Registrar of COREN and PDP governorship aspirant in the last general elec­tions said he regards Gbillah as a gentleman but could not vouch for his conduct in the US.
“Gbillah has denied the allega­tion saying he went to the US with his wife and children. Aside that, I know him to be a gentleman to the core. He is a very focused person and from a very good family back­ground too. But again, I did not go to the US with him and may not know what happened there”, he added.
In his reaction, Chief Abu King Shuluwa, PDP chieftain in the state described the incident as unfortu­nate.
His words: “It’s unfortunate that this has happened but I ex­pect Nigerians to be careful with foreigners, especially the whites, because those things that don’t matter to us matter to them a lot. Our representatives should realise that all eyes are on them as our ambassadors and be very careful what they do outside. “However, we have so many issues in Nigeria that are begging for attention. This particular one is a distraction. Why should the American Ambassador in Nigeria be reporting such matter about our representatives? That is to show that Nigeria is in the eye of the world and we need to be care­ful what we do.”
A national leader of the APC, Senator JKN Waku, will however want to err on the side of caution. “I have read it through the social media but I have not seen the letter written by the American Ambas­sador to the Speaker of the House of Representatives. When I see the letter, I will react both to the House of Representatives and the constit­uency. For now, it is like a rumour and I am old enough to know that I shouldn’t react to mere rumour”, Waku noted.
The Youth leader of the New Nigeria People’s Party (NNPP) in Bauchi State, Alhaji Danladi Mai­gari Gamawa in his reaction to the indictment of Gololo expressed sadness over the allegations of rape levelled against the mem­ber representing his constituency, Gamawa federal constituency in the National Assembly by the US government.
He said the rape allegation against Gololo was a sad embar­rassment to the entire people of Gamawa constituency.
He said: “We are sad and we want to distance the people of Gamawa from the allegation be­cause we are law abiding citizens and we are dedicated to our reli­gion of Islam which forbids rape. We will try as much as possible to distance ourselves from the allega­tion because it is coming to us as a sad news”
Gamawa said the people of the constituency are highly disturbed by their lawmaker’s response that some lawmakers who held the seat in the past also faced such allega­tions.
“It is not true. Before Gololo, we had Yusuf Maitama Tuggar, we had Mohammed Ibrahim Ta­bako, Suleiman Nazif Gamawa who is now a serving senator represented Bauchi North, we also had Ahmed Madaki Go­lolo who he took over from. We have prominent politicians such as Senator Mohammed Babayo Gamawa. They had impeccable record of service to their constit­uency and country. These people never had any allegation of such against them. We are certain that the US government cannot tell lies against Gololo. There must be an element of truth because if he didn’t attempt the rape they wouldn’t have written to Nigeria and the House of Representatives leadership. To us in Bauchi State and indeed Gamawa, it is a sad and serious issue. Gololo has been defending himself but the issue must be thoroughly investi­gated. We the people of Gamawa are not leaving it like that because we must go back and see what we can do”, he stated.
In Akwa Ibom state however, there appears to be unanimity in condemning the American em­bassy’s allegation that former Speaker of the state House of As­sembly and now a member of the House of Reps, Mr Sam Ikon was involved in soliciting for sex from prostitutes while on an official trip to the United States recently.
The member representing Ikon in the state House of Assembly, Mr Aniefiok Dennis, told Satur­day Sun that such allegation was baseless. “Ikon has been going to America even as a kid; he had been going to America before he became a member of the state House of Assembly in 2007. He knows the rules out there even more than some of us.
“For somebody to have lev­elled such an allegation against him is to say the least very un­fair. He was not even given fair hearing. I am a lawyer and I strongly believe in the maxim of fair hearing. The embassy just wrote to the Speaker of the House of Reps without bother­ing to hear from him.
“As somebody representing Ikon in the State House of As­sembly, I have called him and he told me that there was nothing like that. He said he was ready to appear before any investiga­tive panel; in fact, he says he has consulted his lawyers to prepare his briefs; that he might seek le­gal redress to clear his name,” Dennis said.
The publicity secretary of PDP in Akwa Ibom State, the party Ikon belongs, Mr Ini Ememo­bong, said the party in the state was aligning itself with the law, which says that a person is inno­cent until proven guilty.
“As long as no court of com­petent jurisdiction has ruled on it that he is guilty, the per­son remains innocent. No one has heard from Hon. Ikon; the American embassy has not writ­ten to him to come and defend himself. The ambassador simply wrote; and in writing, the thing has escalated to the point that he has been pronounced guilty already in the court of public opinion.”
Similarly, Sam Ikon’s pre­decessor in the House of Reps, Obong Dan Akpan who was also Ikon’s colleague in the Akwa Ibom State House of Assembly before moving to the House of Reps in 2011, described the al­legation as a thrash.
Though he contested against Ikon in 2015 but on the plat­form of APC, Akpan said Ikon as a man of God could not have indulged in soliciting sex from prostitutes.
“Personally, I won’t believe that because Ikon is a pastor and knows the ethics of his office, apart from travelling to America or going on assignment. I think it is very unfair for the American embassy to say he asked some­body to call a woman. What does that mean?
“For me, I think the allega­tion is very uncalled for. Does it mean that all the people that travel abroad don’t talk to wom­en? Why should that be an issue? It amounts to invasion of some­body’s privacy. And personally, I don’t think it’s true.
“As I said earlier, Ikon is a pas­tor, and he has been travelling several times. I was with Ikon in the state House of Assembly. He has travelled so many times to America. If you check his pass­port, you will see that he has trav­elled so many times to America and he has never had any issue with women or any scandal. So for me, I would say the Ameri­can embassy is just trying to be funny. What is the evidence? A man is asked to go and bring a woman and that had become a big thing?” Akpan asked.

Confusion in PDP Sheriff Armed with Court Order, Attempts to Take over Secretariat

Operatives from Nigerian Police Force and men of the Nigerian Security and Civil Defence Corps have again blocked the entrance into the National Secretariat of the Peoples Democraic Party.
Monday’s take over was sequel to an early morning attempt by the ousted National Chairman of the PDP, Sen. Ali Sheriff to take over the Secretariat.
Sheriff, some of his aides and supporters attempted to enter the building but were prevented from doing so by the security personnel.
The former chairman in company with former National Secretary, Professor Adewale Oladipo, and ex-National Auditor Adeyanju Adewole, said he was at the National Secretariat to resume as Chairman based on an Order obtained from a Court in Lagos.
Trucks and minivans belonging to the Police have barricaded all roads leading to and out of the secretariat.
Sheriff and his convoy however maneuvered their way to reach the main gate before they were stopped.
In response to questions from newsmen at the scene, Sheriff expressed surprise that policemen would act the way they did when the court order specifically ordered the Inspector General of Police to provide him and members of his team adequate security.
Sheriff said, “The Party belongs to Nigerians and not the Nigeria police or the people that were handpicked at Port-harcourt by Gov Wike and his cohorts as the man who purported be acting as the national chairman of the Party, one thing remains, there was no convention in Port-Harcourt because I cancelled it.
“I don’t know why the police can say we can not enter our offices when we have a valid court order to that effect,we will take this matter beyond the Nigeria Police,the law will take its course in this matter”.
“When you are talking of a caretaker assuming office here last week, the caretaker committee was not known to the constitution of the Party while the Board of Trustees,BOT is only an advisory body in the Party,so none of the has the power to be running the affairs of our party, Senator Ahmed makarfi led Caretaker has no role here, it is an illegal body in the eyes of the law.”
As of 11:33am, Sheriff explained that he was still trying to reach the IGP, Solomon Arase, to enforce the court order. Meanwhile, his supporters who were displaying various placards were seen around the secretariat drumming and dancing to solidarity songs.
The party’s Board of Trustees last week handed over the secretariat to the Ahmed Makarfi-led Caretaker Committee after most of the party’s factions including the National Assembly caucus pledged allegiance to the committee.
